Cyprus University of Technology is a newly established academic and research institution (2004), the second public university in Cyprus. It commenced its operation and accepted the first undergraduate students in the academic year 2007-2008. CUT has set as a strategic priority the development and implementation of research activities both internally funded and through synergy and collaboration with other universities and research bodies in Cyprus and abroad. The degree of focus and emphasis placed on research at CUT is reflected through the substantial research grants that are endowed to academics for the establishment of research centers and laboratories. For example we note that the annual budget for research and development for the year 2007 was €1,4 million. Within this framework the university aims to provide all the necessary infrastructure and support for the successful completion of research programs. It would not be amiss to mention at this point that despite commencing its operation in September of 2007, the university has already secured funding for several European and national research programs. A unique characteristic of CUT is that it aspires to establish itself as a paradigm of electronic university through the development of digital information and management services at educational (e-University) and management (e-Government) level.

University of Cyprus was established in 1989 and since then has exhibited a substantial and qualitative research record. This is evidenced from peer reviewed publications of its employees, conferences hosted and its membership in various international groups and networks. It collaborates with various other internationally and nationally recognized universities and research institutes, providing channels of communication of its personnel with researchers in different institutions in various countries,(http://www.ucy.ac.cy/researchE/Research2005.pdf). Its administrative infrastructure is separated into the following services: academic affairs and student welfare services, finance services, human resource services, information system services, library, service for research, international and public relations and technical services. This infrastructure and the associated administrative personnel will be deployed to support the accounting, human management consulting and literature requirements of this research project. In particular the research office will provide the necessary management support. The close links of the University of Cyprus with the European Office of Cyprus will be utilised to establish a direct contact with Brussels. This will greatly assist in achieving the dissemination activities of this project and furthermore it will support networking activities and European proposal preparations within the context of the themes of the Unit.
Aristotle University of Thessaloniki is the largest Greek University and one of the largest Universities in EU with over 95,000 pre-graduate and post-graduate students and over 6,000 faculty members. It is the only Greek University covering all the scientific disciplines in its 11 Faculties and 49 Departments/Schools and 250 research labs. AUTH ranks second in nation in terms of research grants. Among its Departments/Schools the Physics Department is ranked by far first in terms of research grants.
Harvard University (incorporated as The President and Fellows of Harvard College), Partner 3, is a private university in Cambridge, Massachusetts, U.S., and a member of the Ivy League. Founded in 1636 by the colonial Massachusetts legislature, Harvard is the oldest institution of higher learning in the United States. It is also the first and oldest corporation in North America. It is consistently ranked number one University in the world in all surveys, including international ones. It consists of 1,900 faculty members and more than 10,000 academic appointments in affiliated teaching hospitals. Students total up to 20,000 and the alumni reach more than 300,000 spanning in more than 190 countries. 43 current and former faculty members are Nobel Laureates. The University has reported an income on the order of 3.2 billions USD and an endowment of 36.9 billion USD in the fiscal year of 2007. Through the 10 principal academic units – nine faculties and the Radcliffe Instituted for Advanced Study, the University is involved in cutting-edge research and top-notch education. Harvard has great human resources, attracting top-notch students and postdocs from around the world, and excellent computational infrastructures (including an IBM BlueGene with 4,006 cores, and a cluster of 4,000 CPUs, plus several smaller machines, of order 100 CPUs) which will help immensely the computational activities to be carried out in the proposed work.
Ministry of Commerce, Industry and Tourism has the general responsibility for the energy matters of Cyprus. In collaboration with all other competent bodies, it formulates Cyprus´ energy policy and promotes its effective enforcement. The main provisions of the Government’s energy policy are: (1) The supply and distribution of adequate quantities of energy, the creation of the necessary infrastructures, as well as the utilization of non conventional forms of energy, aiming at the satisfaction of the increasing energy demands, the decrease of the costs, and the protection of the environment; (2) The exploitation of the indigenous conventional energy sources; (3) The exploitation of the indigenous Renewable Energy Sources (R.E.S.) and the improvement of the efficiency of the country’s energy sector, through the formulation and implementation of programs, including grant schemes, for the Rational Use of Energy (R.U.E.), Energy Conservation (E.Con.) and the protection of the environment; (4) The adoption and implementation of the necessary legislative framework for the promotion of the above and for the continuous alignment with the European Acquis, including the liberalization of the oil, electricity and gas market, in collaboration with other competent bodies and organizations.
